Problem

Return the efficiency of an unbiased estimator:

efficiency = (1 / fisher_info) / variance

An efficient estimator attains the Cramer-Rao bound and scores 1.0.

Hint

Efficiency is below 1 whenever the estimator is noisier than the bound.
