Moving Average Crossover Signal

Problem

Compare the latest observation with the simple moving average of the last k observations. Return 1 if the latest value is above the average, -1 if it is below, and 0 if they are equal.

Return 0 when k is not positive or k is larger than the series.

Hint

The latest value is part of its own moving average, so the signal needs a strict comparison.
