Hierarchical Forecast Coherence

Problem

Check that a hierarchy reconciles: return True when abs(aggregate - sum(children)) <= tol.

This is the coherence condition that bottom-up reconciliation guarantees by construction.

Hint

The tolerance absorbs floating-point rounding from earlier steps.
