Scaled Median Absolute Deviation

Problem

For normal data the median absolute deviation needs a consistency factor of about 1.4826 to estimate the standard deviation: sigma_hat = 1.4826 * MAD.

Given the MAD value, return the scaled estimate.

Hint

Multiply by the normal consistency constant.
