Proxy-Gold Reward Gap Detector

Problem

Detect suspicious proxy reward growth from evaluation endpoints.

Return True when the proxy gain (end - start) exceeds the gold gain by more than max_gap, indicating the proxy kept improving while true quality did not.

Hint

A widening proxy-gold gap is one of the cheapest reward-hacking alarms.
