RND Predictor Error
Problem
Compute the relative RND predictor error ||predicted - target|| / (||target|| + epsilon). An all-zero target with a nonzero prediction yields a large finite value thanks to epsilon.
Hint
Dividing by the target norm makes the error scale-free.
