Best-Arm Identification Check
Problem
Check whether the empirically best arm has been sampled enough to be declared the winner.
Find the arm with the largest mean (smallest index on ties) and return True when its pull count is at least min_pulls.
Hint
A confident identification needs both the best mean and enough evidence.
