Penalty Parameter Increase Rule

Problem

Penalty methods double the penalty parameter when the constraint violation exceeds a tolerance.

Given the current rho, the violation, and the tolerance, return rho doubled when violation > tol and unchanged otherwise.

Hint

Only strict violations trigger the increase.
