Vocabulary Minimum Frequency Filter

Problem

Vocabulary pruning keeps only tokens whose count reaches a minimum frequency.

Given tokens and the minimum frequency, return the sorted list of kept token types.

Hint

Count first, then filter and sort the survivors.
