Prompt Injection Heuristic Score

Problem

Compute a toy prompt-injection hit ratio. Consider each distinct phrase in phrases once, count how many appear as case-insensitive substrings of text, and divide by the number of distinct phrases.

Return 0.0 when phrases is empty.

Hint

Lowercase both sides and deduplicate phrases before scoring.
