Streaming Chunk Latency

Problem

Return the algorithmic latency of a streaming model in milliseconds: (chunk_frames + lookahead_frames) * frame_shift_ms.

Zero frames give zero latency.

Hint

Both the current chunk and the lookahead frames add to the delay.
