Channel Coding Theorem Threshold
Problem
Shannon's channel coding theorem says reliable communication is possible exactly when the code rate is below the channel capacity. Return True when code_rate < capacity and False otherwise. Assume both values are non-negative.
Hint
At exactly the capacity the theorem makes no promise of vanishing error.
